The Gehlot government has decided to regularize more than 30,000 contractual workers. Orders have been issued to regularize Panchayat assistants, education workers and parateachers. All three will now get an initial salary of Rs 10,400. The contract employees, who are getting more than 10,400 now, will continue to get their salary as before. 18,500 on completion of 9 years of service and Rs 32,300 on completion of 18 years of service. These posts have been taken under the purview of Rajasthan Contractual Hiring to Civil Post Rules. The designations of Shikshakarmi, Parateachers and Gram Panchayat Assistant have been changed. Shikshakarmi will now be called Education Assistant, Parateachers will be called Pathshala Sahayak and Gram Panchayat Assistant School Assistant.
Another promise of Congress manifesto fulfilled
Before the 2018 assembly elections, the Congress had promised regularization of contract workers in its manifesto. Thousands of contract workers were demanding regularization for a long time. Many of these contract workers are such that they have been in service for more than 10 years. The dream of these contract workers has now been fulfilled. Before Diwali, happiness has returned to more than 31 thousand homes. Contract workers have thanked Chief Minister Ashok Gehlot.
Contract workers taken on agency or job basis will not come under the purview
The contractual employees working through the agency on job basis will not be regularised. Panchayat Sahayak, Shikshakarmi and Parateachers will be regularized only if they fulfill the educational qualification prescribed for these posts. Only those contractual workers who fulfill the prescribed qualifications will come under the purview of the Contractual Service Rules. The count of 9 and 18 years will be decided by coming in the contractual service rules, then the new salary will be fixed by adding two annual increments to the salary received by the contractual workers whose earlier salary is higher. 9 and 18 years of service of employees whose already paid salary has been preserved will be counted from the date of coming of these rules. Prior service will not count for 9 and 18 years.
Job security and increment benefits
Till now the contract workers were not getting the benefit of increment. In many departments, contract workers are working on Rs 6,000 per month. The contractual workers who will be regular will now get increment and their job will be secure. Till now, the contract workers in different departments were working for many years on a fixed salary without increment.
Rules were made after the report of the cabinet sub committee
After the formation of the Congress government, a cabinet sub-committee was formed under the chairmanship of minister BD Kalla to regularize the contract workers. On the basis of the recommendation of the Cabinet Sub-Committee, rules were made to regularize the contractual workers. The contract workers were demanding salary and pension like government employees, but the Kalla committee came out with another formula. Rajasthan Contractual Service Rules 2021 were made to regularize the contractual workers working in government departments. Now the contractual workers will be taken under the purview of these rules.
